Elle sanctionne la prise illégale d’intérêts d’un agent public lorsque ce dernier avantage une entreprise privée dans le but d’être recruté par elle. Or, la recherche montre que le pantouflage et le « rétro-pantouflage » (retour du fonctionnaire dans le public après un passage dans le privé) se sont développés sous la présidence d’Emmanuel Macron. Les contrôles et les sanctions, eux, sont très insuffisants.

Sahel: pourquoi les massacres de civils par les forces officielles sont en recul

Dans les trois pays de l’Alliance des États du Sahel (Mali, Niger, Burkina Faso) et au Nigeria voisin, les armées sont depuis longtemps en butte à des rébellions djihadistes – rébellions qu’elles alimentent régulièrement en massacrant des civils soupçonnés de déloyauté, ou simplement en commettant des « bavures » sanglantes. Ces derniers temps, toutefois, on semble constater une légère amélioration en la matière : apparemment, les armées tuent moins de civils qu’auparavant. Il convient toutefois de bien comprendre que les chiffres dont on dispose ne sont que des estimations et, surtout, que cette amélioration s’explique par le fait que les populations ont souvent fui les zones des combats…
